The shortcut key is not user configurable BTW. Check whether the system language and display language are different. Shouldn't cause such issues normally but occurs to me as a possible thing to look into because different localizations use different shortcuts. Use NirSoft's ShellMenuView and ShellExView to disable all third-party context menu items/shell extensions. Restart Explorer, or log off and log back in, or restart and check the shortcuts again.
